Regarding WWCR Reports

If you look at the stated guidelines for the list-serv

you will notice that "county rarities" are listed as a secondary criteria  
for determining if a subject is permissible for Mich-Listers. Surely  
White-Winged Crossbills are extremely rare in most of the counties they are  being 
reported from and this winter may be the only opportunity  listers have to find 
them in counties they list in.
