RFI: Orange wing-tagged Ring-billed Gulls

Does anyone out there know who is putting orange wing tags on Ring-billed Gulls, and who is seeking information on the location of such individuals?  Sean Fitzgerald and I had one in Coopersville, Ottawa Co., today, and would like to report it to the appropriate person(s).
