WILLARD (AP) - Because Rob Ferguson’s two daughters love their cats but
have asthma, a new city ordinance banning at-large felines could leave
him with just two choices: Get rid of the cats or leave town.

The law took effect in April, but Ferguson only learned of it last week
after his daughter Elizabeth’s Angora mix, Custard, disappeared one
night.

The mayor said he knew there would be complaints when the Board of
Aldermen enacted the ordinance, which declares at-large pets to be "an
emergency for the health, safety and welfare of the citizens" of the
southwest Missouri city.

"If people want to have a cat, it’s not a problem, but Willard is
growing, and it seems like everyone’s got a cat," Cosby said. "It’s
becoming a nuisance. It’s getting out of control."

Nothing under the law requires that owners be notified when a cat is
impounded. Ferguson found out about Custard’s fate after his girlfriend
called city hall.
