OTTAWA -- Orphaned bear cubs set for re-release into the wild this week
might help bring attention to an anti-animal-cruelty bill that has been
bouncing between the Senate and the House of Commons for several years,
an animal-rights activist says.

Bill C-22(b), which would remove animals from the property section of
the Criminal Code, made it to a third reading and was bouncing between
the House and the Senate before it died on the books in the last
Parliament. If the bill is passed, authorities would then be able to lay
charges involving cruelty against any animal, whether it's owned as a
pet or living in the wild.
