Rural Quapaw man could face charges, officials  say

QUAPAW, Okla. - Pit bulls running free in a rural neighborhood east of  
Quapaw have sparked an incident that could result in criminal charges against a  
man who killed two of the dogs.

Rocky Joe Jones, 56, of rural Quapaw,  told deputies that he shot and killed 
two pit bulls belonging to Parks D.  Foster, 22, last week.

Now Rocky Jones' wife, Belinda Jones, is  organizing a letter-writing 
campaign asking the state Legislature to amend or  repeal the so-called "first bite" 
law, and allow counties to pass animal-control  ordinances.

Rocky Jones, in a statement given to sheriff's deputies, said  he first shot 
the two dogs with a .22-caliber pistol as they were trying to  attack a 
neighbor's dog in the intersection of two rural roads east of  Quapaw.

According to Jones and his wife, Foster's dogs attacked and  critically 
injured a 6-month-old dog they own on June 20. Their dog remains in a  
veterinarian's care and may not survive, they said.

Belinda Jones spoke  with the Ottawa County commissioners Monday about 
alleged attacks and  threatening behavior by three pit bulls owned by Foster.

She told the  commissioners that after their dog was injured, her husband was 
prompted last  Thursday to come home and get his guns when he saw Foster's 
dogs attacking a  neighbor's dog near their rural Quapaw home.

Rocky Jones told deputies  that he tried to frighten the dogs by driving his 
pickup at them, and they  started trying to attack him, jumping on the side of 
his truck and trying to get  in the window. It was then that he shot them 
with the pistol, he said.
