AR-News: (US NC) Animal Control needs more than a building

The county commissioners deserve a hearty cheer for their decision to press  
ahead with a new animal shelter, despite the sticker shock provoked by rising  
steel and petroleum prices. The new shelter is already a decade overdue, and  
waiting any longer would have been irresponsible and inhumane. 
So Cumberland County's homeless animals will have a modern, safe shelter. It  
will be spacious and more capable of housing healthy animals. It will be far  
more pleasant than the present, dilapidated facility that houses Animal 
Control,  and thus may be a better venue for adoptions. And the new shelter, at 
27,000  square feet, will have enough room for training and new services for the 
public.  
We hope, though, that the commissioners understand that they have not solved  
the county's animal problems. The new building is only the first step. If the 
 county goes no further, it will continue to run an archaic program that 
simply  rounds up unwanted animals and kills them. That might have been acceptable 
in  the middle of the last century. But it's not acceptable anymore - we can 
do far  better than that, and we know how. 
The goal of any animal-control program should be a sharp decline in the  
euthanasia rate. An animal shelter shouldn't be a slaughterhouse. At least  10,000 
dogs and cats are likely to be killed at Cumberland County's shelter this  
year. Even if an attractive new shelter helped double Animal Control's adoption  
rate, it would barely dent that death toll.
