EXACTLY ONE month ago tomorrow, Gov. Craig Benson vetoed House Bill 520,
which would have required the state’s Pari-Mutuel Commission to keep records on
how dog tracks dispose of their animals. Legislators should over-ride that veto
in tomorrow’s session.
The bill would not impose heavy or costly burdens on either the state or dog
tracks. All it would do is require a written record of where each dog goes
after it leaves a track. Any sensitive personal information about dog track
employees could easily be redacted from those documents when they are given to the
public, as is standard procedure when public documents are released.
Benson said the bill would cost industry jobs and increase the state budget,
but it is hard to see how such a small amount of paperwork would do that. And
far from hurting the greyhound racing industry, the bill would strengthen the
industry’s image. Right now a fog of doubt hangs over a dog-racing industry
repeatedly accused of animal abuse. This bill would clear that fog while serving
the state’s legitimate interest in protecting animals from abuse.
