Here's something lawmakers should seriously ponder to enhance their
stand with the voting public: Make the punishment for animal abuse more
meaningful.

Those found guilty of wanton cruelty to animals should be sentenced to
more than probation — people such as Thomas Laquan Williams of Tigard,
for instance.

Williams pleaded guilty recently to two counts of first-degree
aggravated animal abuse for beating his 1-year-old lab mix, Angel, until
her right leg was broken and "grotesquely twisted." A neighbor who heard
the dog's pained cries may have saved the dog further harm by calling
police.
