AR-News: Help needed regarding an animal hoarder

I need help regarding a "collector" who has over 30 cats and a bird.  She 
keeps them on the second floor of her house and the odor is contained upstairs.  
She has foil on the windows and she believes there gas is  being pumped into 
her home.  She is paranoid, but is able to work.  I have not been to her house, 
but a friend has.  I called Animal Control, who left a notice on her door, as 
she was not home.  They said they could not enter her home without her 
permission unless they have a warrant, w hich is very hard to get, unless she is 
unable to care for herself.  I frequently get info on AR news about animals being 
removed from these situations.  Does anyone have any suggestions as to how to 
remove these animals?  My friend offered to take some of the animals, but the 
woman refused.  I barely know this woman, but my friend did not want to call, 
so it was left to me.
