  CRITICS: Foes say difference  at the pump would be pennies and not dimes.

WASHINGTON -- Advocates of drilling
for oil in the Arctic National Wildlife Refuge say record
oil prices could help their case. But environmental groups
and other organizations say that the refuge's oil would do
little to lower prices and that the public opposes drilling
there.

Gasoline prices are averaging more than $2 per gallon, and
some oil prices have topped $40 per barrel.

President Bush said this week that drilling in ANWR could
have made a difference.
