China's first-ever draft legislation to protect animals has been rejected in 
the capital, Beijing, after complaints it is impractical and premature in a 
still-developing nation. 

The proposal to improve the welfare of animals would have required all 
animals be treated in a humane manner and farm animals to be slaughtered with as 
little pain as possible.

But local media reports say the Beijing government has withdrawn the proposed 
law just days after it was first publicised on the city's website.

The regulations would have banned abuse against animals; required animals for 
slaughter to be sedated; and would have banned people from organising fights 
between animals or between humans and animals for gambling, entertainment, or 
other commercial purposes. 

China has laws banning harm to endangered animals, but none protecting other 
animals. 

Non-governmental organisation, the International Fund for Animal Welfare, 
says more than 100 countries, including some developing countries in Africa, have 
adopted laws against abusing animals.
