Owens signs a bill that would, in part, make dog owners liable for damages the
first time the pets bite a person.

Nobody has followed the Colorado legislative debate about dangerous dogs more
intently than Ben Wilson.
He's hoping it will save his dog Buddy's life.
Buddy, an 8-year-old Staffordshire bull terrier who weighs 36 pounds, is
awaiting execution at Denver's animal shelter for violating its "dangerous dog"
breed ban.
But legislation approved by the House and Senate to increase the liability of
dog owners whose pets maim or kill also prohibits local governments from
banning particular breeds.
Calling Denver's ban on pit bulls "doggy profiling," state senators voted
Friday to prohibit local governments from outlawing specific kinds of dogs.
"We shouldn't be targeting any one breed," said Sen. Steve Johnson, R-Fort
Collins, a veterinarian who introduced the amendment opposing breed bans. "It's
dog racial profiling."
