Despite the outrage generated by the story of Gizmo, the Yorkshire terrier
killed last week, a tight state budget and competition from other causes
could hamper efforts to make aggravated animal cruelty a felony in Tennessee.
State Rep. Rob Briley of Nashville says the case of the 2-pound pet who
was kicked like a football by an apartment complex maintenance worker,
according to its owner shows the need to impose tougher penalties. The
newly dubbed ''Gizmo bill'' would make the first offense a felony. Now a
first offense is a Class A misdemeanor, and the crime becomes a felony for
second-time offenders.
