AR-News: (US WI) Advocates push for regulation of puppy mills

The state Assembly rejected a bill last week that would have regulated the 
breeding of domesticated animals, but supporters of the bill say they will 
continue to push for stringent regulations for breeding facilities.

"It is hard for me to understand why it would have failed," said Judy 
Lombard, manager of the Humane Society of Marathon County, which has been pushing for 
the state to step in to help regulate and create standards for kennels and 
shelters. 
"I'm sure that the state and national organizations will continue to push. 
It's really important to get these regulations, but it does take a lot of 
influence and money, something local shelters don't have."
Under the bill, people who breed and sell dogs and cats, operate kennels and 
shelters or sell more than 25 animals a year would have been required to 
obtain licenses from the Department of Agriculture, Trade and Consumer Protection. 
The bill also would have required inspections and minimum standards for 
licensees.
