AR-News: (US-pa)Animal-cruelty charges dropped

After more than two hours of testimony Monday, all charges of animal
cruelty and neglect were dropped against Lower Mifflin Township residents
Robert L. "Red" Allen and Dianne Allen, his daughter-in-law.

That came when it became evident the Humane Society police officer
pressing the charges is not registered in Cumberland County as required.
