AR-News: (US PA) Owners can prevent cats from littering the town

With the arrival of spring comes the inevitable mating of cats. 
And when cats mate, guess what? They produce kittens -- sometimes, lots of 
kittens. 
Those baby cats eventually will prowl the neighborhood. 
They will dig in your flower beds. 
They will defecate on the rug on your porch. 
They will get into your garbage. 
They will kill the songbirds which you lure into your yard with expensive 
seeds. 
They will get into tussles with other animals, including wild animals such as 
raccoons and skunks that carry rabies. Then they will come into your yard and 
bite your dog or your kid. 
And, listen up here folks, it is not the fault of the cats. Did you hear 
that? They are doing what comes naturally. 
Cats are predators, they hunt for food. They mate when the spirit moves them. 
And when they gotta go, they gotta go -- and that could mean on the nearest 
front porch. 
Cat owners are the ones responsible for their animals. If you are the owner 
of a roaming cat, first of all, why is it not confined to your home?
