Lawmakers Pass Bill Making Animal Fighting a Felony

(Des Moines-AP) -- The House passed and sent to
Governor Vilsack a bill that makes dogfighting and
other animal fighting a felony. 

The bill, already passed in the Senate, prohibits a
person from possessing, owning, selling or buying an
animal for fighting and places the maximum fine at
five years in prison and a fine of up to 75-hundred
dollars. 

It also sets the maximum penalty for watching an
organized animal fight at two years in prison and a
fine of up to five-thousand dollars. 

Representative Jim Lykam of Davenport says among other
things, dog fighting leads to thefts of pets to be
used as bait dogs to train fighting breeds. 

He says many are kidnapping some gentle Labradors or
shepherds or golden retrievers to use as bait dogs and
they let pit bulls rip these dogs apart.
