The local animal shelter could lose money if Newport News hires its own 
animal-control officers.

NEWPORT NEWS - Newport News officials want more oversight of the collaring of 
stray dogs and cats following months of scrutiny of the local animal 
shelter's use of public dollars.

City officials will recommend that the City Council hire its own 
animal-control officers but continue to keep captured animals at the Peninsula Society for 
the Prevention of Cruelty to Animals shelter, said Randy Hildebrandt, an 
assistant city manager. Council members are expected to vote on the issue April 13.
