DENVER - State Rep. Mark Larson came within a hairbreadth Monday of
persuading lawmakers to agree to hold owners of vicious dogs criminally liable if their
pets attack and bite.

Instead, the Colorado House chose to give preliminary approval to a measure
designed to make it easier to get civil penalties against the owners of dogs
that bite people.
Spurred by last year's mauling of a Pagosa Springs boy, Larson, R-Cortez,
tried to amend portions of a bill he introduced earlier in the session that had
been killed by a House committee in February.
The committee preferred to back House Bill 1279, which allows courts to
impose strict liability if dog owners know or reasonably should know their pets are
dangerous.
