The problem of unwanted pets in many North Carolina counties is a disturbing
one. It tugs at the heartstrings to hear of puppies and kittens being
euthanized because shelters have run out of room to house them.
A committee made up of legislators and animal advocates has been studying
ways to solve the problem, much of which is caused by irresponsible pet owners.
Some of the suggestions make a lot of sense, such as establishing standards
for all animal shelters, including those owned or operated by local government
agencies. And others are already being practiced in many parts of the state,
such as requiring pets adopted from animal shelters or rescue organizations to
be spayed or neutered prior to adoption.
Others seem a bit heavy-handed, such as requiring all cats to be sterilized
by the age of six months unless the pet owners have a breeder's license or
requiring differentiated licensing of pets, whereby dogs and cats that are not
sterilized would require a more expensive license than altered pets.
