Council looks at clarifying pet issues

When mankind's best friend is creating one of mankind's biggest headaches by 
frequent barking, enforcing the city's laws for animal noise is left to 
Marshfield Police Department's Ordinance Control officers.

A pair of amendments to the municipal code that clarify and define pet issues 
will come to the Common Council for consideration tonight, Marshfield Police 
Chief Joe Stroik said.

Existing ordinances are somewhat vague and difficult to enforce, Stroik said. 
"Both of these spell it out more clearly for the owners - as well as for us - 
what can and cannot be done," he said.

Within the definition of a noise disturbance, the new ordinance replaces 
"tends to annoy" with "substantially does annoy" a reasonable person of normal 
sensitivity, Stroik said.

Officers must use their discretion to determine if an animal is substantially 
annoying, Stroik sa
