affect Oregon's recovery plan efforts

The U.S. Fish and Wildlife Service will reconsider endangered species 
protection for the western snowy plover, a tiny shorebird that has generated 
controversy in Oregon and other West Coast beach communities. 
The review was announced Monday, and conservationists immediately criticized 
it as further evidence of the Bush administration's desire to weaken 
environmental protections. The Fish and Wildlife Service is also studying whether the 
northern spotted owl and marbled murrelet in the Northwest require continuing 
protection under the Endangered Species Act.
