BANGKOK - Two Thai men have been arrested for trying to illegally smuggle 
more than 500 dogs to Laos to be killed for dog meat, highway police said on 
Friday. 
The two suspects, arrested on Thursday in the northeastern province of Nakhon 
Phanom bordering Laos, confessed to breaching Thailand's rabies act as well 
as an agriculture ministry directive on transporting live animals, police said. 
Police rescued 511 dogs that had been squeezed into 55 metal cages on a truck 
bound for the border, where they were to be loaded on to a boat and ferried 
across the Mekong River. 
"The suspects said the dogs were collected throughout the country and were 
destined to be butchered in Laos," said a policeman. 
Last November, police raided a Nakhon Phanom farm and rescued more than 800 
dogs destined to be smuggled to Laos and floated downriver to Vietnam, where 
they would be butchered and eaten. 
Dog eating has come under fire in places like South Korea, but the practice 
has gone unchallenged in Vietnam and is occasionally practised in Laos, China 
and northeast Thailand.
