For at least the fourth time in the past decade, the federal government has
introduced legislation to update cruelty-to-animals laws.
Last week, justice minister Irwin Cotler reintroduced criminal code
amendments that had died in November when the last session of Parliament ended.
The House of Commons passed the changes three times last year but they
stalled in the Senate over concerns about the rights of farmers and aboriginal
hunters. The changes would increase fines for animal cruelty and toughen the
existing rules that date back to the 19th century.
"Canadians want our laws to protect animals against actions which show
disregard or contempt for their well being," Cotler said in a statement announcing
that the bill is being sent back to the Senate.
