AR-News: (US TX) New SPCA rules on strays upsets advocates

HOUSTON - Animal welfare advocates are upset over a new policy at a Southeast 
Texas animal shelter because they say it will result in more animal deaths 
and fewer adoptions.
Under the new policy, the Society for the Prevention of Cruelty to Animals 
will restrict the number of strays it houses to reduce overcrowding and expenses 
at its Houston facility.
The change means that more unwanted animals will end up in city and county 
facilities, and it comes as they brace for the annual spring and early summer 
surge in litters born to unspayed cat and dogs.
