NORFOLK — When it comes to pets and their owners, Senior Humane Officer
Mark Kumpf said he’s seen it all – 300 animals crowded into one house,
dogs that have been shot with arrows, and animals that had been poisoned
or beaten to death.

Abuses like those are what Kumpf and other animal protection advocates are
trying to eliminate.

Six panelists, including Kumpf, attended a public forum Sunday geared
toward identifying and stopping cases of animal abuse in Hampton Roads.

The event, held at the Norfolk Public Health Center on Southampton Avenue
, was organized by the Animal Welfare Coalition of Hampton Roads , an
umbrella group of shelters and rescuers, veterinarians, citizens and
animal control officers. The forum was the first of a series planned for
the year.

The panelists had one main message: Report suspected animal abuse
immediately. Alleged offenders will be investigated, and if there’s enough
evidence, they will be prosecuted.

“Don’t stand idly by,” Kumpf said, “because the next thing that may be
abused is a person.”
