The issue: Singling out a specific breed
Our opinion: The Hammond City Council was right to delay a vote until a 
public hearing on the proposed ordinance.



The Hammond City Council made the right decision when it delayed action on a 
stringent ordinance designed to make it harder for people to keep pit bulls as 
pets. The council had been set to vote on the ordinance that would tighten 
regulations and registrations of pit bulls at its Monday meeting. The ordinance 
also would make it more expensive to have a pit bull as a pet because owners 
would have to carry a minimum of $300,000 in liability insurance.

Hammond Animal Control Director LaWanda Baker favors the tougher ordinance 
because the breed "seems to be the one that's the biggest problem."
Yes, the breed has a reputation for fierceness and dangerous behavior. Yet, 
there are other breeds that fall into that category as well.
