An Elberton jury convicted a local couple of cruelty to animals this week,
a decision that officials hope will draw attention to a disturbing
increase in the number of cases involving mistreated or neglected horses.

''My equine health staff and I are on cloud nine this morning,'' state
Agriculture Commissioner Tommy Irvin said of the conviction of Richard and
Christine McRae, who were accused of misdemeanor animal cruelty and
improper disposal of an animal carcass.
