Duck: Lack of shelter no excuse for lack of animal control enforcement

FRANKLINTON n The debate continues over animal control issues in the parish.

Franklinton resident Rita Duck has recently been the focus of animal control 
laws, as she has come before the Washington Parish Council in recent months to 
speak on an alleged lack of enforcement of state animal laws by the 
Washington Parish Sheriff's Office. Duck appeared after having problems with loose, 
noisy dogs running through her property.

Duck said at a Feb. 2 meeting that the sheriff told her he "would not" 
enforce the animal control laws, one of which states that "Any citizen may, or the 
sheriff, constable, or other police officers of any parish, ward, or 
municipality shall seize any dog found unaccompanied by its owner or keeper and running 
at large on any road, street, or other public place, or trespassing on any 
premises other than the premises of the owner" (La. Revised Statute 3:2773).
