February 10, 2004 -- EXCLUSIVE

People who torture, beat or starve their pets could be the ones who end up in
a cage - thanks to a new effort by city animal-welfare officials.
Spurred on in part by the horrific case of Sparky, the sore-covered,
emaciated pit bull discovered two weeks ago in The Bronx, the city animal shelter will
next month begin documenting neglect and abuse in the 60,000 animals that
pass through the public shelter system each year.
The evidence will be turned over to the ASPCA and the city's five
prosecutors, who have formed an animal-abuse information-sharing task force that could
lead to more prosecutions and even jail time for offenders.
In the past, animal shelter workers weren't required to document abuse or
report it to law-enforcement authorities.
