The SPCA wants the public to be more proactive about reporting animal abuse.

It follows the discovery of 29 dogs in one bedroom at a Hamilton house, most
of which were pit bull or Staffordshire cross.

The SPCA believes the animals were being kept for dog fighting, and were
being kept in appalling conditions.

Sixteen of them have been taken from the owner.

SPCA CEO Peter Blomkamp says the situation was deplorable, and should have
been reported long before now.

He says the neighbours must have seen the number of dogs and their condition.
