People for the Ethical Treatment of Animals approaches Clear Channel
Outdoor in Wichita about a half dozen times a year to make a pitch for
billboards, which some markets reject outright because they're deemed too
controversial.

"We look at them on a case-by-case basis," says Ron Blue, Clear Channel
general manager.

His standards committee is still considering PETA's latest billboard,
which features a gun-toting chicken who declares: "If the cow doesn't get
you, I might." It's a reference to mad cow disease and PETA's belief that
the government is more concerned about protecting businesses than people.

George Lay Signs Inc. rejected the ad.
