AR-News: (US MA) Red tape keeps public out of refuge

The road through the Assabet River National Wildlife Refuge is covered with 
snow and empty of cars, besides her own, as Debra Kimbrell-Anderson drives 
slowly. 
"It's surprising. You're in such a developed area, and yet you can feel like 
you're in the middle of nowhere," she said, reflecting on her childhood in the 
San Francisco Bay area. There, she said, a scarcity of conservation land 
taught her to appreciate the outdoors. 
Today, as manager of the refuge, Kimbrell-Anderson is one of few people with 
legal access to the 2,230-acre tract in Hudson, Maynard, Stow and Sudbury, 
which formerly was the site of significant U.S. Army contamination. 
After a federally funded $22 million cleanup, the land became a wildlife 
refuge in 2000, but, for a variety of reasons, it is not yet open for public use. 
The opening was once expected to happen in 2001.
