EXETER - Neighbors of a former paralegal charged with abandoning 14 cats
and kittens without food or heat in a mobile home say they often saw the
cats roaming outside the home, which had a strong odor of cat urine.

"In the summertime, it smelled so bad that I couldn’t even sit on my
deck," said one neighbor who asked not to be identified.

Exeter police recently arrested Carol A. Rowe, 45, formerly of 6 Wayland
Circle, and charged her with 10 counts of cruelty to animals. Authorities
allege two kittens left in the mobile home starved and froze to death and
say the others were starving and sick.
