AR-News: (Us RI) Shanley seeks to amend 'vicious dog' legislation

SOUTH KINGSTOWN - Local legislators are seeking to change to the state's 
vicious dog law with amendments that have a little more bark, and, they hope, a 
lot less bite.

To better protect residents from dog attacks and allow owners of a dog that 
has been deemed vicious more control over their pet, representatives John 
Patrick Shanley Jr. (D - Dist. 35, South Kingstown) and Peter F. Kilmartin (D - 
Dist. 61, Pawtucket) teamed up with the Rhode Island Society for the Prevention 
of Cruelty to Animals to update the law.
In a telephone interview Wednesday, Kilmartin, a lieutenant for the Pawtucket 
Police Department, which has responded to a number of dog attacks over the 
past several years, labeled the current law "antiquated" and "restrictive."
"There is no leeway for degrees of viciousness," he said, comparing an attack 
from a larger dog to that of a smaller one nipping at an ankle
