ROCKPORT (Jan 26, 2004): Abandoning pets is a thoughtless and cruel
practice no matter when it happens. Abandoning animals during subzero
weather is inhumane, dangerous and, according to officials, illegal.
Four dogs have been recovered recently in Rockport, adding stress to the
often-over-stretched resources of the Camden-Rockport Animal Rescue League
and prompting concern for these and other animals.
...
If anyone has information on who may have abused or abandoned any of these
dogs, they are asked to contact the Rockport Police Department at 236-2026.
Title 7 of the Maine Revised Statutes defines animal cruelty as anyone who
"injures, overworks, tortures, torments, abandons, or cruelly beats or
intentionally mutilates an animal; gives drugs to an animal with an intent
to harm the animal; gives poison or alcohol to an animal; or exposes a
poison with intent that it be taken by an animal." And/or any one who
"deprives an animal that the person owns or possesses of necessary
sustenance, necessary medical attention, proper shelter, protection from
the weather or humanely clean conditions
."
