WASHINGTON - The Bush administration has come under fire from all sides
as it struggles to deal with the fallout from the first case of mad cow
disease in the United States.
The Department of Agriculture moved quickly after the infected cow was
found in Washington state two days before Christmas, tracing the Holstein
back to a herd in Canada and assembling a team of experienced
investigators in the Yakima Valley to search for up to 98 other possibly
diseased animals.
Within days, the department also adopted a string of new food safety
regulations - regulations that, in some cases, administration officials
had previously opposed.
But some Democrats and most consumer groups say the regulatory response
was tepid, at best. They contend that even stronger steps are needed to
improve the safety of the nation's meat supply.
Yet the beef industry and its allies on Capitol Hill believe the
administration might have overreacted. They insist the "firewalls" put in
place 10 years ago to guard against mad cow disease had worked and new
regulations weren't warranted.
