The RSPCA says laws in the ACT designed to reduce the number of dogs that
have not been desexed have failed to result in fewer unwanted pets being dumped.
Laws were introduced three years ago to charge people a small annual fee for
registering a desexed dog and more than $100 for an animal which could breed.
But the RSPCA's ACT executive officer Simon Tadd says the system is not being
policed.
"To our knowledge there has been no prosecutions at all under the new act,
that was brought in 2001, and there's no mechanism really for that to happen,"
he said.
"Maybe they do need a bit of a reminder with the fine situation, and maybe a
small fine to encourage them to desex their pets is the way to go."

not because of those who do evil,
but because of those who look on and do nothing.",
