Humane Society inspectors rescue animals in trouble
But lax laws often make a stressful job discouraging

The case Jason Litoborski has never been able to forget came when he was two
months into his job as a Toronto Humane Society cruelty investigator.
Litoborski, 25, was looking into a complaint that a man had thrown his dog
against a fence. He didn't speak English, but Litoborski got a neighbour to
translate. The man "brought out a Pekingese dog and literally dumped it in front
of me.
"The dog smelled horrendous and it was trying to ... crawl forward using its
front paws." The dog's back legs didn't move. Its hind end had gaping sores
crawling with maggots.
