When George W. Bush was running for the Presidency in 2000, he campaigned
for deregulation. And as President, he has consistently gutted regulations
on business.

A Mad Cow in the U.S. food chain is the natural result of such a policy.

And it's not just Bush who is at fault. The Clinton Administration failed
miserably to adopt the necessary safeguards against Mad Cow disease, as
Sheldon Rampton and John Stauber warned in their prescient 1997 book, "Mad
Cow USA: Could the Nightmare Happen Here?"
But despite the Mad Cow case, Bush's philosophy to let industry regulate
itself has not changed, nor has the industry's claim that this is still
the best way.

"One of our philosophies is minimal government involvement and letting the
industry address these things," Terry Stokes, the head of the cattlemen's
association, told the Times on January 1.

How many Mad Cows is it going to take to change that philosophy?
