AR-News: (US-ny) Dog ban irks White Plains residents

WHITE PLAINS — Gallia Taranto and her dog, Charlie, a border collie mix,
recently headed out for a romp near Turnure Park, eager to enjoy a clear
December day together. But despite having her dog securely leashed and her
strict observance of the city's pooper-scooper law, Taranto was not welcome.

White Plains has for years banned dog walking in city parks and permits
dogs only when a person is crossing the park to get to the other side.

Animal rights activists say it harms dogs to keep them out of parks. "Just
like people, dogs need exercise, and dogs need to play," said Jill
Doornick, president of Animal Nation, a local animal rights organization.
