Federal food-safety regulators proposed ways to make the nation's food
supply safer from mad cow disease two years ago, but did not pass those
rules until Tuesday, a week after the first U.S. case of mad cow disease
was found.
In a document released Jan. 15, 2002, U.S. Department of Agriculture
officials discussed how to deal with brains, the small intestine and other
parts of cattle most likely to harbor prions -- the rogue proteins that
can cause mad cow disease and a similar illness in humans who eat them.
The agency suggested several ways to improve food processing "by
preventing such materials for use as, or in production of, human food."
