SALEM -- In honor of Seabiscuit -- the ungainly horse who was a national
craze in the 1930s and has been revived in a bestselling book and upcoming
movie -- it's time to check in on the Capitol's long-running racing saga.

In the dog days of summer, the Legislature's best entertainment value can
be found watching lobbyists for the state's horse and greyhound racing
industry.

Last week, Campbell was pushing a more modest bill. It would deep-six the
law preventing overlapping seasons at Portland Meadows and Multnomah
Greyhound Park. He said this would allow horse owners to get extra racing
days at Portland Meadows in late August and September to replace the
elimination of horse racing at the Oregon State Fair.

Even that ran into opposition, this time from animal-rights activists who
want to shut down greyhound racing and fear the bill would instead lead to
a longer dog-racing season.
