Regret and remorse from East Providence Police Captain Walter Barlow
after a secretly taped phone conversation in which he's heard
threatening a former volunteer at the city's animal shelter.

I'm going to use anything at my disposal. I'm going to kill that
woman. - Barlow 's voice on taped phone conversation.

That woman, Brenda Hogan, an animal rights activist says Barlow was
too eager to put dogs down.
