(US) Panel weakens pet industry rules

Madison - For years, pet owners and rescue groups have pushed for a state
law to license breeders and shut down puppy mills selling sick,
ill-tempered dogs.

But just as they near their goal, the new law appears to be doomed.

Struggling with a $3.2 billion budget deficit, Gov. Jim Doyle wants to
repeal the law to save money. Lawmakers have said no to that idea, but
their alternative would gut the new program, animal advocates charge.
